Riviera Beach declared a state of emergency as water swamped its community, and St. Lucie, Indian River and Martin counties did too. "A disaster," said Luz Ortiz, who has lived there 21 years. First responders are urging people to stay off flooded roads.

Closer to home, floodwater flowed into parked cars outside in Sunrise on Monday night, WPLG Local 10 reported.
